| 摘 要： | 回顾历史不难发现,德国不是工业革命的先行者,但却是现代社会保障制度的首创者。1883年德国制定了世界上第一部《疾病保险法》,掀开了现代社会保障制度发展的序幕,德国也因此成为现代社会保障制度的发源地。究其原因有其历史必然性,也与德国独特的经济、政治、思想文化、历史传统等条件密不可分。

| Abstract: | The Deutsch Empire I was not the pioneer of the Industrial Revolution,but it was the origin of the Modern social security system.As the starting of the Modern social security system,Germany issued the first "Sickness Insurance Act" in the world in 1883.And it also make it that Germany becomes the origin of the Modern social security.This has its historical inevitability,and also ties closely to Germany's unique economic,political,ideological and cultural,historical traditions and conditions. |
