| 摘 要： | 浙江省在2005年进行的全国首例水权交易,是对我国当前水资源分配体制的巨大创新,然而该交易中涉及的法律问题,亟待引起关注。要厘清整个事件,应该有必要追述水权概念的由来及其发展历史,介绍国内外水权制度情况,并就未来我国如何完善该制度进行一定的思考。

| Abstract: | The national first case of Water Rights trade conducted in Zhejiang in 2005 is an innovation of our current water resources allotment system in China.However,the law problems involved in the trade should be concerned to a large extent.To clarify the whole affair,it is necessary to trace the origin of the Water Rights concept and its developing history,and introduce its domestic and international system,and think about the ways to perfect the system in the future as well. |
