| 摘 要： | 《汉语拼音方案》是清末以来中国语文现代化运动的产物。是一个最佳方案。具有不容置疑的法律地位。我们在推行《方案》、进一步发挥《方案》作用时应注意以下有关问题:提倡“双语”与坚持推普,重视不同地区的工作差异,实现推普与推行《方案》的良性互动,允许语音规范和拼写要求有适度柔性,在宣传贯彻语文法律和研究推广语文规范时要首先注重强化全社会的懂法、守法的法律意识。

| Abstract: | The Scheme for the Chinese Phonetic Alphabet has beer a produt of china's Chinese modernisation since the later stage of the Qing Dynasty.It has been a best scheme and owned legal status begond doubt Pursuing it widely and developing its functions,we should pay more attention to the questions involved:to advocate bilingual languages and insist on its popular use,to tabe the difference between different areas seriously,to realize virtuous coordination between pursuing its popular use and developing the scheme,to allow tinguistic standard and spelling requirement to have moderate elasticity,to strengther the legal consciousness of the whole society's knowing and obeying the law while propagating,implementing chinese's law and populariaing Chinese's standard. |
