| 摘 要： | 判断数字信息浏览合法性的关键在于对暂时复制问题的正确解决。应该超越理论滞后的障碍，区别不同情况，规定暂时复制的合法与否。同时，必须创新版权理论，使理论跟上时代前进的步伐，对实践真正起到指导作用。

| Abstract: | The key to the problems of temporary duplication is judging the digit information browsing's legality.We should stipulate whether this duplication is legal or not in different situation and conquer the obstacle of the lag theory.At the same time,must bring forth new ideas in copyright theory,make the theory can keep up with the pace of era and guide the practice. |
