| 摘 要： | 从西周“刑罚世轻世重”原则出发，分析“严打”行动的合理性和必要性，提示人们“严打”只是“重典治乱世”的手段之一，要达到整治社会经济秩序、保一方平安的目的。更需要平时的齐抓共管，严防重惩，力争达到刑罚“世重”一时、“世轻”一世的理想境界。
