| 摘 要： | 构建社会主义和谐社会必须具备制度保障,笔者认为,宪法是人民权利的保障书,并为社会主义和谐社会的提供制度保障、形式保障、基础保障和可持续发展的保障,完善与实施宪法是构建社会主义和谐社会的必要步骤。

The paper states that constitution is the guarantee of the people's right, and of sustainable development of socialist China. Perfection and the implementation of the constitution is the only way to socialist harmonious society. |
