| 摘 要： | 本文结合我国科技机构企业化转制的过程与进展,分析了影响转制进展和转制机构未来发展的主要问题,并在分析的基础上提出:建立政府企业联盟推进共性技术研究、以"股权+债权"的国有资本介入方式推动产权社会化、通过"资产转移支付"实现与社会保障制度衔接等政策建议。

| Abstract: | By analyzing the problems occurred in the transformation from scientific research institutes to enterprises, we propose the policy suggestions to solve the dilemmas, which include to further push the industrial technology research by establishing the cooperation of government and industry, to speed the capital socialization by changing the method of the state capital injection, and to meet the social security need by changing the payment road. |
