张人骏其人及其对新政的态度

清末新政时期,张人骏一直出任地方督抚大臣。张人骏对于新政的态度颇为复杂,尽管内心并不赞成,但因职责所在而实际上又不得不推行。尽管如此,张人骏在各处所办新政也并不纯属表面文章。事实上,无论是办学堂,派留学,练新军,还是筹办宪政,张人骏在各省督抚任上均按部就班进行。山东、河南、山西、广东与江苏宁属地区的新政,实际上并未因张人骏担任督抚而受阻。推行新政的地方督抚情形非常复杂,可见清末新政改革的艰难历程。

Zhang Renjun and His Attitudes towards the New Policy

In the period of the New Policy in the Late Qing Dynasty, Zhang Renjun was appointed local governors. His attitudes were complicated towards the New Policy Reform. He didn＇t approve of it from the bottom of his heart, but he had to carry it out for his official duty. In spite of this, Zhang Renjun did New Policy Reform practically instead of caring for mere show. In establishing schools, sending students abroad, training New Army or making arrangements for constitutionalism, Zhang Renjun always followed the prescribed order when he held a post as local governors in different provinces. In fact, New Policy Re- form in Shandong, Henan, Shanxi, Guangdong and Jiangsu, wasn＇t blocked when Zhang Renjun acted as local governor. The situations were so complex for the local governors to implement the New Policy. It is obvious that New Policy Reform in the Late Qing Dynasty was so difficult to carry out.
