| 摘 要： | 行政收费可以说是一种普遍的社会现象.而大量的行政收费又都宣称自己有文件为依据.那么,行政收费能不能以文件为依据?以文件为依据的行政收费有什么样的负面影响,应怎样克服这些负面影响?文章从依法行政的角度对这些问题进行了分析研究.
