Public ethics is the behaviour ethics that must be observed in dealing with people to people relationship within the public living field in citizen's society.The fundamental reason of the lack of public ethics is that the society is undergoing transformation.The influential factors in the transferring time include a loss of proper value orientation,confused ethics evaluation standards,weakened supervision system of public ethics,distorted instruction in public ethics as well as the(inundating) of non-ethos.The proposition of socialist central value system is maintained as a scientific example for constructing modern Chinese public ethics system.
