我国行政组织效率问题探讨——基于帕金森定律

行政组织效率问题是我国政府自身建设中的一个重要内容,较高的行政组织效率对于各行政组织履行自身职能、完成目标任务无疑具有重大意义。帕金森定律道出了行政组织运行中存在的倾向性,指出了行政效率低下的相关原因。借论鉴实,尽管我国的国体不同,但我国行政组织运行中存在的问题与帕金森所述不无关系。依此,提出可资借鉴的理论设想与现实途径,如曝光"伪适应"、强化监督、权力的阳光运行等等,以期突破行政组织效率的短板,提高我国行政组织效率。

Problems of Administration Efficiency Based on the Parkinson Law

Problems of administration efficiency are one important matter of Chinese government’s self-establishment.Higher administration efficiency is significant for each administration to fulfill duties and to accomplish target missions.Parkinson’ Law indicates the existing tendency during the functioning of the administration,and points out the relevant causes for low administration efficiency.With the Consideration of the context,despite of the different state systems,the existing problems of administration are relevant to the Parkinson Law.Thus,referential theories and realistic approaches are addressed,for instance,exposing "pseudo adaptation",strengthening the supervision,fair-operation of administrative power,with the aim to surmount the low administration efficiency and enhance the administration efficiency.
