城市化动因与建设"大大连"

城市化是社会生产力发展到一定阶段,随工业化发展而出现的必然社会经济现象。城市化的动力有三:一是经济动力;二是政治动力;三是文化动力,城市化的根本动因源于社会经济的发展。大连未来发展,扩大城市规模、调整空间布局,势在必行,但建设“大大连”不能以牺牲农业、牺牲农民利益为代价而冒进推行,不能靠行政手段拔苗助长,应遵循城市化的基本规律。因此,必须强化产业立城兴市意识,重视发展科技和教育,充分调动经济活力,振兴城市经济。

The Impellents to Urbanization and "Great Dalian Plan"

Urbanization is a consequential social phenomenon when social production has developed into a certain phase in industrialization.The impellents to urbanization,classified as economic,political and cultural ones,come fundamentally from the development of social economy.It is inevitable for the city of Dalian to enlarge its scale and adjust its facilities arrangement in the future development.Nevertheless,urbanization program of Dalian,which is called "Great Dalian Plan",should not be pushed at the sacrifice of agriculture and farmers' interest,nor done by the government with excessive enthusiasm.A successful program can only be operated conforming to basic laws of urbanization.Henceforth,Dalian has to strengthen the ideology of building the city through industries,attach importance to the development of science and technology and education and activate its economic system so as to vitalize its urban economy.
