我国出租车行业管制评价研究

摘    要:基于管制动机、管制模式及管制内容三个角度,对我国出租车行业现状进行客观分析,认为我国出租车行业存在供给不足、黑车泛滥及“份钱”过高等问题.通过对管制政策的考察,认为这些问题由数量管制和价格管制诱发.出租车行业管制的发展中,应该强调管制模式从公司制转变为个人制,同时促进放松数量管制与加强质量管制两者协调发展,以增加社会福利.

Abstract:With the objective analysis of the status quo of taxi industry in China, it is concluded that the phenomenon of inadequate supply, unrestrained unlicensed taxies, and too high pricing for taxi and others occur from the perspectives of management initiative, management mode and content. Through the considerations on management policies, these issues are concluded to be triggered by quantity management and pricing management. We shall strengthen Personal Mode or alter Company Mode into Personal Mode, as well as promote the release of quan- tity regulation and coordination of quality management for the sake of the growth of society welfare.
