| 摘 要： | 随着金融危机不断发生和美元趋向贬值,国际货币制度改革又成为了人们关注的问题,而国际货币制度改革的方向是构建超主权国际货币。20世纪40年代以来,关于构建超主权国际货币曾经有"凯恩斯计划"、"怀特计划"、"特别提款权方案"和"蒙代尔方案"四个有影响的方案。"凯恩斯计划"和"怀特计划"很有创意,但他们提出"班柯"和"尤尼它"都与黄金存在密切的关系,而恢复国际金本位已不可能。"特别提款权方案"适合于黄金非货币化的现实,但特别提款权没有实际资产作为保证,难以成为世界货币。"蒙代尔方案"通过建立稳定的汇率体系来建立超主权国际货币,则存在难以实施的问题。有鉴于此,用五个经济大国的货币资产来构建超主权国际货币的设想被提出。如果这样的超主权国际货币能够创立,这将是人类历史上第二次通过政府之间的合作来建立的国际货币制度。当然,建立超主权国际货币需要协调各国的利益,这将是一个长期和艰难的过程。但是,现行国际货币制度的矛盾越激化,这个过程就会越迅速。

| Abstract: | The reform of international monetary system has become the focus of attention with the occurrence of financial crisis and depreciation of US dollars.In 2009,Zhou Xiao-chuan,president of the Chinese Central Bank,proposed to establish non-sovereign money program again.This proposition evoked a repercussion in the world.This paper compares 4 plans to establish a international non-sovereign money currency and puts forward a new program. |
