| 摘 要： | 防护林体系建设作为六大林业重点工程之一,是国土安全的重要保障。当前我国防护林体系建设存在的突出问题是资金投入不足、建设质量不高。为此,建立以政府为主导的投融资机制和市场化运作的建设模式,是防护林体系建设的有效途径;引入绩效评估理论,树立“结果为本”的管理理念,引入报帐制等结果控制手段,改革现有的资金拨付体制,是提高防护林建设质量的关键。
