群体性事件的特点、发生原因与解决途径

2008年，我国发生了多起影响较大的群体性事件。群体性事件从发生数量、参与主体、发生原因、事件形式来看，都具有较鲜明的特．点。群体性事件的发生原因可以概括为三个方面，一是因社会资源的分布不公、利益格局变化产生的社会问题积累，二是一些地方政府和部分公务员不能依法行政、勤政爱民、廉洁自律，三是利益诉求渠道缺失。必须采取标本兼治的有效措施减少群体性事件的发生，维护人民群众的共同利益。

On Features and Causes of Mass Incidents and Their Resolution

In the year of 2008, a number of influential mass incidents arose in China. These incidents exhibit distinguishing features in terms of number of occurrence, main participants, cause and the form. The paper summarizes the causes as the following three aspects： one is the social problems arising from the unfair distribution of social resources and alteration in interest groups which has been accumulating with days; the second one is the illegal political behavior and corruption of local goverment officials; the last one is a lack of channel for petition. The paper suggests a radical solution to reduce the occurrence of the incidents and protect the common interests of the people in the country.
