知识经济是把知识作为基础性经济资源、知识产业作为国民经济支柱产业的经济形态。市场经济体制和政府行为都是配置资源的手段，利用这两种手段实现 知识的优化配置，是发展知识经济的关键。市场体制对知识的生产、分配和使用重要的刺激作用，它激励着企业进行不断的创新，关于知识对经济增长和社会进步的贡献，马克思恩格斯早就有过撤分的论证，这也被科技发展的历史和各国的实践所证实，但是，市场经济体制在配置知识资源时并非都有效率，技术的负效用，也是市场体制所无法解决的，从国家安全和科学、技术、经济、社会全面发展的角度看，政府行为介入知识创新过程十分必要，协调地运用看不见的手，是我国迎接知识经济时代挑战，发展知识经济的正道。

Knowledge economy is a kind of economic formation which basic economic resources are knowledge, and in which the pillar of the national economy is knowledge industries. Both market economy and the government behaviors are means of resources distribution. To make the best use of them to distribute the knowledge resources rationally is the key to developing a knowledge economy. The market economic system plays an important incentive role in the course of knowledge production, distribution, and application, and it also encourages the enterprises to carry on technological innovations continuously. Marx and Engels had already proved the significant functions of knowledge in the course of economic growth and social progresses, and this has also been proved by the developing history of science and technology and the practices of many countries on this planet. But, in the course of knowledge resources distribution, the market economic system has not always had high efficiency, and besides, it has no way to resolve the negative functions of technologies. So, it is extremely necessary for the government to get involved in the course of knowledge innovation from the aspect of nation security and comprehensive developing of science, technology, economy and society. To use both the invisible hands and the visible hands harmoniously is the right way for our country to face the challenges of the knowledge economy and develop our own knowledge economy.
