国民休闲战略的条件基础与时机研究

经过改革开放30年发展积累,国民休闲的社会经济基础基本形成：国民经济、人均收入、城乡居民消费不断提升,科学发展与以人为本战略实施、社会保障体系日趋完善、城市化进程不断推进、社会阶层结构优化演进,《劳动法》等法规日益健全、法定假日等相关制度不断健全落实、国民休闲时间保障增强,休闲观念日益深入人心、社会休闲氛围不断增强,公共财政资源、基础设施条件不断改善,旅游业强劲增长、正步入大众化和休闲化发展的新阶段。与此同时,由于金融危机所激发的倒逼机制、旅游休闲敏感而不脆弱的弹性机制、应对危机的各项战略共振机制和旅游业对经济社会带动发展的传导机制等多种机制功能发挥、强化,当前国民休闲战略启动恰逢其时。

Research on the comprehensive basis and present opportunity for implementing of "National Popular Leisure Program" in China

After 30 years＇ development from 1978,China has got remarkable achievements which laid a strong foundation for the implementation of ＂National Popular Leisure Program＂：economical foundation-national economy,per-capita income and residents＇ consumption continued to improve,social foundation-strategies of scientific-guided and people-centered development,public security system continuously matured,process of urbanization evolved,and social class structure optimized,legal foundation-the ＂Labor Law＂,system of statutory holidays and other related regulations ensured people＇s time to rest,mental foundation-leisure concept,casual social atmosphere and consumption for leisure grew in popularity,public supporting foundation-public financial resources and infrastructures continuously improved,tourism industry foundation strengthened in the tourism industry,entering a new stage of popular and leisure-oriented development.Apart from all the growing conditions,due to market pressure mechanism by financial and economic crisis,flexible mechanism of tourism and leisure-sensitive but not fragile,all strategic resonance mechanisms helps to cope with current crises and to maintain economic growth,and the transmission mechanism of tourism industry can also promote the economic and social development.The implementation of ＂National Popular Leisure Program＂at present stage is in the right moment.
