本文通过理论与实践相结合，对先进制造基地可持续发展和拥有较高竞争力的服务相关支撑要素和条件进行了系统的分析和论述。文章认为基于客户价值创新的资源筹措能力是促成制造基地产生发展的真正内在动因。并且根据先进制造基地集聚发展的不同阶段对资源的客观要求，提出了集聚要素的需求层次理论。除了创新、市场、文化、传统资源等要素之外，集聚整体合力是先进制造基地中集聚发展非常重要的支撑因素。文章最后提出了对该问题研究的理论和现实意义。

The authors have analyzed and discussed the inner impetus and service factors and conditions for the advanced manufacturing base to keep the sustainable development and higher competitive advantage with a way to combine theory with practice. It is believed that the sourcing ability based on the value innovation is the real inner impetus for the growth and development of the advanced manufacturing base. Further more, cluster resources needs hierarchy is underlying the cluster resources needs at the various level and phrase in its evolvement. In addition to the innovation, market, culture, and traditional factors, cluster specific synergy is of more importance for the development of the advanced manufacturing base. And the management implications are also expounded on in the paper.
