沈阳市作为辽宁老工业基地,为国企改革付出了较大的经济和社会成本,社会下岗人员和弱势群体较为集中,也成为社会矛盾和社会风险的高发地区,维护社会稳定和社会安全的形势任务十分复杂艰巨。该文通过对沈阳市基层社会组织与社会稳定的相关性进行分析,提出了对发挥基层社会组织作用功能以促进社会稳定的思考。
