政府职能到位是社会保障建设的关键

现阶段我国社会保障困境的症结在于政府职能不到位。现代政府在社会保障领域中的职能主要有:为社会保障提供完备的法律框架,选择社会保障基金筹集模式,确定支出水平、社会保障项目和管理体制,为社会保障提供财政支持,研究、宣传和推行社会保障等。针对国情,应该加强社会保障建设的研究,加快社会保障的立法,加大社会保障的宣传力度,寻求多种途径解决社会保障资金缺口问题。
