制度安排与技术创新：基于负二项式模型的研究

 制度是影响技术创新的重要因素，好的有效的制度安排能够激发社会的创新热情，优化科技资源配置，提高技术创新的效率。本文根据负二项式模型，采用1975-2006年的跨国数据，实证分析了八个法律和经济制度因素对技术创新产出和R&D投入的影响。分析结果表明，对技术创新影响较强的制度因素分别是知识产权保护、市场发育程度、法律规范程度和私有产权保护等，并且知识产权保护与技术创新活动之间呈倒U型非线性关系；同时这些制度因素通过影响R&D 投入而间接影响技术创新。
