在WTO协议中建立多边反垄断框架的理由及设想

反垄断法是市场经济的自由大宪章，对促进世界贸易和经济的发展有着重要的作用。反垄断要求同时对政府和私人经济主体的垄断行为进行规制，但目前的WTO协议对私人经济主体的垄断行为缺乏足够的规制，需要进一步的完善。应充分认识在WTO协议里建立多边反垄断框架的必要性，并在此基础上设计反垄断的框架。

Amending the Antitrust Mechanism in the WTO--Building a Multilateral Framework of Antitrust Rules

Antitrust plays an important role in promoting world-trade and economic development. It includes the restriction on anti-competition practice of both government and private economy entities. However, the present WTO Agreements lack enough restriction on the private economy entities' anti-competition practice. This paper discusses the necessity of bulding a multilateral framework of Antitrust Rules in the WTO Agreements and the possible structure of the framework.
