| 摘 要： | 大力推进生态文明建设，需要以科学、规范、具有可操作性的制度作为保障。环境资源立法中可量化、具有可操作性的标准体系是环境资源保护所迫切需要的制度规范。将生态文明的目标体系纳入到环境资源立法规范中来，可以以生态指标体系建设为基础，“倒推”环境执法可操作性标准，从而建立环境评价标准同污染物排放控制标准的联动机制，使执法标准更能适应新形势的需要。

| Abstract: | to vigorously promote the construction of ecological civilization needs to be scientific,standardized and operational. Quantification and operability in environmental resources legislation are an institutional norm re-quired by the protection of environmental resources. The target system of ecological civilization into the environmen-tal resources legislation specification with ecological index can build a linkage mechanism to establish environmen-tal assessment standards and pollutant emission control standards so that the standards of law enforcement can better meet the requirements of the new situation. |
