| 摘 要： | 本文系统分析了当前人事档案利用中的三大困境,归纳总结了国外人事档案信息利用的主要经验,提出了新形势下突破人事档案利用困境的路径选择:坚持以人为本,适度公开档案信息;搭建利用平台,实现资源共享;提高人员素质,开发特色信息;坚持安全利用,维护档案权威。
