新中国成立70年来高校思想政治理论课政策发展特征探析

新中国成立70年来,为了加强和改进学校思想政治教育,引导高校办好思想政治理论课,党和政府制定出台了大量相关政策文件。高校思想政治理论课政策的变迁发展是一个新政策不断产生、发展和替代旧政策,逐步走向完善、成熟和基本定型的过程。其发展演进的总特征是:从强调对人“思想改造”到着力“促进人的全面发展”,走向以人为本;由重视课程设置转向注重整体建构,逐步形成完备的政策体系;由模仿借鉴转向科学设计,坚持走中国自主探索道路;政策制定由频繁变动走向相对稳定,趋向成熟定型;党和政府始终坚持牢牢把握政策制定的领导权、主动权,同时注重吸纳专家学者和一线教师参与,民主性、科学性不断增强。

Study on the Characteristics of Policy Development for Ideological and Political Theory Courses in Higher Education since the Foundation of P.R.China

Since the foundation of P.R.China,the CPC and the government have formulated and issued large number of relevant policy documents to run ideological and political theory courses in higher education institutions.In the past 70 years,the policy change and development of ideological and political theory courses in higher education is a process in which the new policy is constantly produced,developed and replaced the old policy,and gradually moves towards perfection,maturity and basic finalization.The general characteristics of its development and evolution concerning policy value orientation exists in emphasizing ideological transformation to promoting the all-round development of human beings,and putting people first.The policy construction lies in emphasizing curriculum setting to focus on overall construction,gradually forming a complete policy system.While in terms of policy design mode,these characteristics lie in imitating and drawing lessons to scientific design,and adhering to the principle of China’s independent exploration.The CPC and the government always adhere to the leadership and initiative of policymaking,and at the same time,it also pays attention to the participation of experts,scholars and front-line teachers.
