基于低碳法制建设的贵州省低碳经济发展思考

当前，低碳经济已经成为全球焦点话题，也被写入我国“十二五”规划。贵州省经济基础虽然薄弱，但作为我国低碳经济试点城市、联合国环境规划暑确认的全球唯一的循环经济试点城市，在低碳经济方面积累了宝贵的经验，为我省低碳经济的发展奠定了良好基础。然而，不管是在国家层面，还是地方范畴，低碳经济并没有明确的法律依据。低碳法制缺位将影响低碳经济的竞争力，也不利于真正实现低碳发展目标。针对此状况结合贵州省实际情况，以低碳经济为核心，浅析贵州省低碳法制的建设。

Based on the economic foundation of Guizhou, with Low - Carbon Economy as the core, LOw - Carbon Economy legal system development in Guizhou will be analyzed in the article.
