西部贫困地区扶贫模式的创新与对策研究

我国目前剩余的2820万贫困人口主要集中在西部地区,如何加快他们脱贫的步伐关系到我国全面建设小康社会的任务能否如期实现。本文从贫困人口在西部地区的数量、空间分布入手,分析了国内外在扶贫方面的模式、政策及措施,对现有扶贫模式及政策进行了反思,在借鉴国外成功经验的基础上,提出了一系列西部反贫困的具体措施。

A study of the patterns and strategies for poverty alleviation in the west of China

About 28.2 million poor people are mainly distributed in the west of China. How to free them from poverty as soon as possible is critical to the establishment of a comparatively well-off society in China as Scheduled. On the framework of the number, distribution and characteristics of poor population, the paper analyses and reflects on the current patterns, policies and measures for poverty alleviation at home and abroad. Using the successful experiences of other countries for reference, the paper also put forward a series of specific and effective measures for the western region to alleviate poverty.
