| 摘 要： | 《中华人民共和国民办教育促进法》和《中华人民共和国民办教育促进法实施条例》(简称一法一例)的颁布在很大程度上促进了我国民办教育的规范和发展,但是一系列问题也接踵而至。主要有:立法一概化、立法简单化、立法欠针对性等等。针对这些不足与问题,应采取一些政策性措施,主要包括:构建完善的民办中小学教师结构机制;构建完善的民办中小学教师稳定保障机制;建立完善的民办中小学教师社会保险和工资福利待遇机制;建立完善的民办中小学教师培训进修机制;建立合理完善的教师流动机制以及完善立法机制等。
