| Abstract: | The situation that the government procurement is carried out in colleges and universities have been analyzed comprehensively. Moreover, further study has been done on the imported cargos, especially tax-exemption instrumentation of colleges and universities. Then, duty guarantee process has been put forward to simplify the exemption application procedure in order to shorten the time of customs clearance. |
