| 摘 要： | 对自然与文化遗产利用和保护中的不公平现象进行了概括和剖析，认为认识观念错位、管理不利和立法滞后，是造成这种不公平现象的主要原因，指出应采取理顺管理体制、建全法律体制、强化教育体制、建立社区参与制等办法加以解决。

| Abstract: | The inequities in the utilization and protection of natural and cultural heritage are summarized and analyzed. Considers that the main reasons for this inequity are mistaken understanding of concepts,the weak management and legal lag.Points out that to solve the problem, some methods should be taken,such as improving the management structure,establishing a sound legal system,strengthening the education system, and establishing community participation system, etc. |
