| 摘 要： | 良好的运行机制是提高高等教育资源利用效率的必要条件。普通高等教育的非营利性、外部性等特点决定了市场机制不能在高等教育领域发挥基础性调节作用 ,高等教育不能市场化。但高等教育领域可以引入市场机制 ,在生源市场、资金市场、劳动力市场等方面可以发挥市场机制的有效调节作用。与企业相比 ,高等教育领域的行政调节机制不仅仅是在市场调节基础上的第二次调节 ,而是与市场机制一起发挥第一次调节的作用。道德调节机制作为对市场机制和行政机制的补充 ,在提高高等教育资源利用效率中可以发挥重要作用。

| Abstract: | A healthy running system is a prerequisite to elevate the efficiency in utilizing the higher education resources. The nonprofit and external characteristics of the general higher education conditioned that market mechanism can not play a radically modulating roll in the field of higher education. Higher education can not be marketed,but market mechanism can be introduced into the field of higher education Comparing with enterprises,not only does administrative modulation play a secondary modulating roll on the base of market modulation, but also plays the first hand modulation roll in elevating the efficiency in utilizing the higher education bounding with market mechanism.As a complement to market and ethical mechanism, ethical modulation can also play important roll in elevating the efficiency in utilizing the higher education. |
