大学发展战略的特征及其分析框架

大学发展是大学组织在形态、治理、学术、人员等方面所产生的积极变化，有着主体意识性、价值选择性与发展阶段性。大学发展战略是大学在分析内外部形势之后所制定的涉及大学长期发展方向的资源配置方案。将发展战略引入大学组织应当符合高等教育的规律性、大学发展的目的性、现实的可操作性。战略的设计视角是大学发展战略分析较为常用的一种模式。内部分析框架由传统与价值观分析和资源与能力评估两部分构成，外部分析框架可从依存环境和竞争环境等两方面来进行构建。大学发展战略分析可以相对明确大学所处的环境和相对竞争地位以及大学在发展战略选择上的若干可能性。

Characteristics of University Development Strategy and Its Analytical Framework

The development of the university is a positive change on form, governance, academic ,personnel for university organization, which has its own consciousness and value orientation. The university development strategy is developed after analyzing the internal and external situation involving university resource allocation scheme for long-term development direction. The behavior of introducing the development strategy to university organization should be accord with the regulars in high education,the purpose of the high education development,and the operability in reality. The designing perspective of strategy, a kind of models to make strategies,is always used in the formulation of university development strategies. Internal analysis framework consists of two parts：tradition and values analysis and resources and capacity assessment. The external analysis framework can be constructed from two aspects ： the dependence and competition environment. Analysis of the university development strategy can relatively clear the environment and competitive position and several possibilities choice for strategy.
