在上个世纪60年代行政生态学成为一门系统的学科以来,环境对公共管理制度的影响,尤其是对政治发展的影响日益引起人们的关注.就我国的公共管理制度创新来看,国际环境的影响是一种渐趋有形的,在某种程度上是方向性的;国内政治环境,经济环境的影响是决定性的,必然的、直接现实的;国内文化环境则决定着这种制度创新在实践上的是否有效性.

The ecology analysis of Chinese public management system innovation

Since administrative ecology become one discipline of system from the sixties last century, the environmental impact on public management system, especially the impact on political development arouses the attention from people day by day. As far as our country public management system innovation is concerned, the influence of international environment is a kind of tangible gradually one, and directionality to a certain extent. The influence of the political environment and the economic environment in the country is decisive, inevitable ,even extremely urgent. The domestic cultural environment is determining the validity in practice of this kind of system innovation.
