省级行政区划制度改革再构想

随着社会和经济的发展,中国行政区划设置中省级规模过大越来越显露出了与现代化进程发展要求不相适应的诸多弊端。缩小省的疆域并增设新省在大多数学者看来是一个比较有效的改革路径,也因此逐渐被提上改革日程。文章从行政学角度对缩省改革的必要性、可行性作了深入分析,提出了改革方案的具体思路设计, 并对改革可能面临的几个挑战提出了对策建议。

Conception of Reforming the System of Province''''s Administrative Region--Necessity、 Practicabitity and Thought Design

With the development of society and economy,the excessive scope of province's administrative region shows many defects which are incompatible with the progress of modernization.Most scholars consider it as an effective reformation to re- duce the scope of original provinces and add new ones.This article analyses the mecessity and practicability of this reformation from an administrative aspect.It also proposes a specific plan of reformation and puts forward some suggestions to the proba- ble challenges.
