| 摘 要： | 经费短缺、资源结构不合理和利用率低下是我国高校图书馆外文文献资源建设面临的主要问题。网络环境给高校图书馆带来了共建共享的建设理念。图书馆应科学规划，采用联合采购、文献传递等方式，以最少的资金最大程度满足读者外文文献需求。

| Abstract: | The shortage of budget, the absurdity of resources structure and the low utilization are the main problems of the construction of foreign language document resources of university libraries. The network environment brings the principle of coconstructing and sharing to the university libraries. These libraries should program scientifically, adopt the manifold ways of united purchase, document delivery, and greatly satisfy the needs of readers. |
