| Abstract: | In the process of establishing a teaching team, resources are optimized, academic independence, echelon con- struction and teachers＂ ethic construction are emphasized. In the meantime, the relations between teaching and research, be- tween team and staff room are handled. Cultural atmosphere is established and administrative mechanism is perfected with premise definition and explicit division of labor. |
