| 摘 要： | 发展区域经济是解决我国经济发展不平衡问题的有力措施，这不仅要求经济领域中各种要素实现一体化，同时也要求实现区域法治的一体化。适当的区域发展立法模式是实现区域法治一体化的首要条件。在目前的条件下，我国必须坚持以国家立法为主、地方立法为辅的区域发展立法模式。

| Abstract: | Developing the regional economy is a good way to settle the imbalance development of national economy. It requires not only the integration of the economic element, but also the integration of the law. For the integration of the law, the first thing is to select a suitable model of the legislation about the regional development. Now, the best model should rely mainly on national legislation while making locality legislation subsidiary. |
