论王永江的治奉思想

王永江历任奉省警务厅长、财务厅长、省长。其在任期间 ,在奉省的治安、理财、振兴实业、屯垦、教育、交通等诸方面颇有建树。他的治奉思想包括以下几个方面 :1 澄清吏治 ,整顿财务 ;2 振兴实业 ,鼓励屯垦 ;3 修建铁路 ,扩大交通 ;4 重视人才 ,发展教育。王永江的治奉思想 ,源于救民众于水火的善良愿望 ,颇具远见卓识。但他生活在清末民初军阀混战的历史时期 ,其思想必然有其时代的局限性。

On Wang Yongjiang's Idea of Administering the Province of Feng

Wang Youngjiang had been commissioner of public security,commissioner of finance and governor of the province of Feng.During his tenure,he made some remarkable achievements in administering the province's public security,finance,industry,agriculture,education and communications,etc.His idea of administering the province of Feng is as follows:First,bring order into the local administration and straighten out financial affairs.Second,develop industry and encourage the opening up of wasteland.Third,build railroads and enlarge communications.Lastly,attach importance to the talented and develop education.His idea originated from his best intention of saving people from untold miseries and was,therefore,farsighted.However,his idea has its historical limitations,because he lived in the end of the Qing dynasty when there was a war of warlords.
