| 摘 要： | 目前政府信用缺失问题突出，为了树立信用行政、执政为民的新形象，构建信用政府是很有必要的。文章通过研究信用制度与信用文化的不同属性，阐述了构建信用政府的文化价值取向，进而提出了通过建立信用奖惩制度和加强法制建设来构建信用政府的对策。

| Abstract: | The shortage of the government's credit is very outstanding now.It is very necessary to set up the credible government for setting up a new image that administrates credibly and for the people.The article researches the different attributes of the credit system and the credit culture.It also elaborates the cultural mindset about setting up the credible government.Then it put forward the responses that set up the credible government,through establishing the system of credit prize and punishment and strengthening the construction of the law. |
