| 摘 要： | 科学化、民主化决策是建立节约型社会的重要途径，决策失误将会带来巨大的经济损失、资源浪费甚至会引起社会的不安定。失误原因有权力过分集中；不科学的政绩观和政绩考核标准；对市场经济的驾驭能力不高等等。政府决策必须科学化民主化。

| Abstract: | Scientific and democratic decision-making is an important way to establish an energy-saving society.Mistakes in decision making will bring huge economic losses,waste of resources,even causing social instability.The reasons for mistakes is excessive concentration of power,unscientific view of achievements and performance evaluation standards,and the low ability to control the market economy.So government must make scientific and democratic decision. |
