地方人大制度创新的理论探析

地方人大制度的创新在全国的许多地方有所尝试。我们选择以浙江温岭、四川雅安、上海惠南和广东梅州四个地方为典型个案。通过介绍四个地方人大制度创新的尝试,分析地方人大制度创新面临的阻力,在此基础上,提出进一步创新地方人大制度的构想:地方人大制度需要创新的范围十分广泛,从目前实际情况看,重点应放在四"新"上,即观念创新、理论创新、工作创新和制度创新。改革和创新人大制度将是一个长期的、渐进的复杂工程,必须坚持从我国国情出发,有领导、有计划、有步骤、有秩序地向前推进。
