| 摘 要： | 官僚制是一种被设计来有效执行公共政策的理性或组织结构，然而在一个高度复杂和技术导向的社会中．官僚机构不但是公共政策的执行者而且是主要决策者。文章中论述了官僚机构是政府的主要决策者．并探讨了官僚机构影响政策制定的具体途径。

| Abstract: | The bureaucracy system is a structure designed to carry out public policies effectively. However, bureaucracy is not only the executant of the public policies but also the important constitutor. The Article argues that the bureaucracy is the main policy-maker, and discusses the detailed ways in which the bureaucracy influences the policy-making. |
