| Abstract: | Personnel with innovative ability has become the source of formation and enhancement of war-fighting capability, and it is also the essence of the competition between the strength of countries. So developing personnel with innovative ability should become the core of our higher education and it is very necessary for us to learn from how the US military has done in this aspect. |
