| 摘 要： | 腾冲旅游改革发展综合试点要取得成功,其中一个关键问题是如何选择构建和运作旅游管理体制的新模式。为此,第一,应注意处理好以下关系:处理好短期增长与长期发展的关系;处理好人的发展和物的发展关系;处理好节约劳动与节约自然资源的关系。第二,确定构建腾冲旅游业发展新模式的重要性和基本方向:坚决地、积极地推进经济增长方式的转变,加快资源消耗型的经营方式向资源节约型的集约经营方式转变;要建立起"政府、企业、社区、旅游者"共担风险、共享权力的模式和机制。第三,腾冲旅游改革发展综合试点要在创建可持续发展模式上走出具有特色的环境保护型旅游开发模式、资源节约型旅游经营模式和环境友好型旅游消费模式的新路子。
