开放大学建设初期免修免考管理改革探析

在构建终身学习体系和学分银行制度下，扩大免修免考学习成果认证范围，提高学历教育和非学历教育的沟通，建立先前学习成果的认定机制都是非常重要的。在此背景下，我们需要对电大开放教育时期传统的免修免考政策进行改革探索，建立适合开放大学初期的免修免考管理体系以及课程标准体系。为以后学分银行的运行和终身教育学习体系的建立打下坚实的基础。

Analysis of Course Exempt from Learning and Examina-tion Reform in the Early Creation of Open University

It is important to expand the certificate scope of Course Exempt from Learning and Examination learning outcomes, to improve the academic and non-academic educational communic-ation and establish identified mechanisms of previous learning outcomes in building a lifelong learning system and the credit bank system. In this context, we need to reform the traditional Course Exempt from Learning and Examination policies, estab-lish Course Exempt from Learning and Examination management system and curriculum standards in order to fit the beginning of the open university. This will lay the foundation for credit bank system and lifelong education.
