| Abstract: | Emperor Qin adopted two kinds of attitude towards the appointing and non-appointing of talents during his reign. The paper tries to analyze the specific connotations and manifestations of pragmatism in the appointing of talents for the understanding of the thought of the ancient statesman who was not easily in oblivion. |
