Abstract: | This article focuses on the period beginning in 1950–1960s, the pre–National Technical Information Service (NTIS) period, during which two key and powerful U.S. congressmen sought to establish a national clearinghouse for federally produced and sponsored applied science literature. The article examines their activities as well as the forces impeding their efforts. |
