由《申报》看淞沪教养院

淞沪教养院是民国时期的慈善组织,由绅商界精英人士发起组织,是当时上海第一个专以收容教养男性游民、乞丐的正规民间救济机构.该组织成立后,长期在英租界、法租界及华界收容游民和乞丐,这对于维护社会治安、整顿市容、稳定社会起到了积极作用.此机构由筹办到改组的过程中,<申报>全程报道,以正面舆论给以积极支持.本文即以<申报>的相关报道为基础,探讨这一时期报刊舆论在淞沪教养院的发起、运作过程中所起到的引导作用,并以此为基础简要探讨民间组织和政府的互动关系.

View of Songhu Reform School from the Reports of Shen Newspaper

Songhu Reform School was a charitable organization organized by preeminent people of squires and businessmen in the dynasty of Chinese Empire.It was the first normal relieve institution specialized in housing and educating male bummers and beggars in Shanghai at that time.After the founding of Songhu Reform School,it had housed and educated bummers and beggars persistently in England concession,France concession and China mainland,which played an active role in keeping the security of society,neatening the city images and stabilizing the society.Shen Newspaper made full scale reports and supported it activity from its preparation to reorganization.This essay discusses the leading role of newspapers and magazines in the process of its foundation and operation,and researches into the interaction between folk organizations and government on the basis of the concerning reports of Shen Newspaper.
