The policy pursuit and logic of payers change in high normal education

This article is supposed to interpret the 2007 Free-Normal Education Policy(FNEP) in the context of payers' change in higher normal education via historical narrative method.The study finds out that FNEP,as well as the reform of 2001 higher normal education tuition fees,aims to promote educational development and equality centered on teachers' quality,through which the logic of market is used,but with different strategies.FNEP,which is totally different from free-normal education after the foundation of P.R.C.,is another try to achieve nation's macro management through taking place of nation's administration by market-guiding.Finally,this article argues that based on the market rules,in order to get educational development and equality,the logic of market should be complied with,and students who accept free normal education should be paid close attention to.
